Reliable Engineering is a specialized engineering firm that provides structural and building envelope consulting services to various clients throughout the Mid-Atlantic region. We primarily concentrate on large-scale restoration projects for commercial properties such as multi-family (apartments, condominiums, and co-operatives) and office buildings, industrial facilities, governmental institutions, etc.

Robert Rafcliff, P.E./President

Mr. Robert Radcliff, P.E. has extensive knowledge in the field of structural engineering and building envelope consulting with over fifteen years of experience working on a wide range of buildings and other structures throughout the Mid-Atlantic region. He is a licensed Professional Engineer in Maryland, Virginia, District of Columbia, Delaware, and Pennsylvania. Mr. Radcliff’s passion is providing consulting services on large-scale, complex projects as well as building professional relationships throughout his career.

Stages of a Project

We work closely with our clients to determine the level of engineering services needed to properly diagnose the building/structural issues they are experiencing. The assessment could only require a visual examination of exposed components or could require a more extensive evaluation that would involve intrusive (destructive) sampling, laboratory testing of building materials, follow-up engineering services, etc.

We strive in providing well-prepared and detailed design documents that significantly reduce the likelihood of misrepresentations by the contractor. Our repair designs usually include bid documents, specifications, detailed drawings, and a draft contract. Having a comprehensive repair design in-place creates a better opportunity for the construction project to be successfully completed.

We make the bidding process for a client simple and easy. Typically, we will hold an on-site meeting to review the scope of work, project logistics, staging/work areas, etc. During the bid preparation, we will be available to answer any questions that the contractors may have regarding the project. Once the bids are submitted, we will review them and provide a detailed bid analysis to the client for their review.

After a contractor is awarded the project, we will prepare a modified AIA A104 Agreement between the contractor and client.

Depending on the project’s scope of work, a building permit may be required. As part of our services, we will sign & seal the project drawings, fill out any supplemental permit forms, and provide to the awarded contractor for submission with the permit application.

We can tailor our construction administration and observation (CA/CO) services to meet our clients’ budget constraints. One of our goals is to make the construction project a stress-free experience for our clients. This is accomplished by effective communication and identifying issues before they arise.

Most projects specify warranty periods from the contractor and applicable manufacturers. This aspect of the project tends to be overlooked or forgotten about. At Reliable Engineering, we help our clients keep track of the warranty periods and provide follow-up surveys to verify there are no apparent warranty-related issues.
